The British Royal Fleet Auxiliary’s Fleet Solid Support (FSS) ships programme has reached a key milestone with the completion of its preliminary design review (PDR).  

In September 2024, Team Resolute, which includes Navantia UK, BMT, and Harland & Wolff (H&W), unveiled its evolved design for the FSS ships. 

The FSS ships, which are said to become the largest vessels constructed by Navantia, are designed to measure 216 metres and displace more than 39,000 tonnes.  

These ships will supply munitions, stores, and provisions to the Royal Navy’s aircraft carriers, destroyers, and frigates. 

The PDR marks the transition to detailed design work, with construction set to commence in 2025.

Navantia UK has provided programme management expertise, ensuring the integration of various elements such as scheduling, procurement, and production engineering.  

BMT’s design incorporates technologies that align with the UK’s carbon reduction goals, focusing on energy efficiency and emissions reduction, while also preparing for future fuel types. 

It is set to continue its support for the FSS programme by monitoring design changes, developing through-life support and training packages, and delivering safety and environmental case reports.  

Additionally, BMT will assist Navantia UK with the ships’ security accreditation. 

In 2023, Team Resolute called on UK businesses, especially SMEs, to participate in the FSS programme, which aims to deliver three Royal Fleet Auxiliary ships.  

In January 2024, the consortium was awarded a £1.6bn contract to construct the FSS vessels.  

H&W was subcontracted last year by Navantia UK for fabrication of various blocks works and acquisition of equipment worth around £700m to £800m for the FSS programme. In September 2024, H&W entered administration and it is believed that Navantia is in exclusive discussions to acquire the company.
