Navantia, Fincantieri, and Naval Group, along with Naviris, have signed the initial consortium agreement for the second phase of the Modular and Multirole Patrol Corvette (MMPC) Project.
This agreement, signed at the Euronaval exhibition in Paris, November 2024, follows the European Commission’s selection of their joint proposal, which was submitted on 22 November 2023.
The consortium, which anticipates the inclusion of Greek engineering firm HYDRUS, will engage with OCCAR-EA, delegated by the European Commission, to discuss the Grant Agreement for this phase.
The MMPC Programme was originally known as the European Patrol Corvette project.
It is a collaboration among European Union member states’ navies to develop innovative naval vessels under Permanent Structured Cooperation (PeSCo) projects.
The project’s second phase focuses on finalising the corvettes’ design, including integrating technologies to enhance their capabilities for a broader range of tasks and missions.

These comprise a long range multipurpose version and one full combat multipurpose version.
This endeavour aims to establish a foundation for future national fleets of advanced corvettes, promoting commonality, interoperability, and standardisation among member states’ navies, and contributing to five key elements for European autonomy.
This initiative originated from a June 2019 letter of intent signed between the Italian and French navies.
In July 2021, the proposal was approved by the European Commission.
A Contribution Agreement was then signed in December 2021 with OCCAR to manage the Grant Agreement’s preparation, signature, and administration.
Building on the foundational MMPC Call 1 project from 2021, the second phase, MMPC Call 2, is supported by a maximum European Defence Fund budget of €154.5m, as designated by the European Commission.
This phase is co-financed by Italy, Spain, France, and Greece and will be managed by OCCAR-EA on behalf of the EC.
