The Department of the Navy (DON) has issued an Unmanned Campaign Plan for the US Navy and US Marine Corps (USMC).
The plan comprises the Unmanned Campaign Framework and a classified Unmanned Plan of actions and milestones.
The framework has five goals and acts as the services’ strategy to integrate unmanned systems into their future force structure via a capabilities-based approach.
Warfighting Requirements and Capabilities Naval Operations deputy chief vice-admiral Jim Kilby said: “The navy and marine corps unmanned campaign plan serves as a roadmap for how we will realise a future where unmanned systems serve as an integral part of the navy’s warfighting team in support of distributed maritime operations.
“The plan lays out how we will scale tested and proven systems as well as develop the core technologies required to successfully integrate unmanned systems into the fleet.”
The five capabilities include developing manned-unmanned teaming effects within the full range of naval and joint operations, creating a digital infrastructure to accelerate integration, the adoption of unmanned capabilities, and incentivising rapid incremental development.

According to the US Navy, the campaign framework is centred on how risk is lowered, and performance requirements are identified by the services.
Navy Research, Development and Acquisition Acting Assistant Secretary Frederick Stefany said: “The navy and marine corps unmanned campaign plan will guide our naval research and development investments, and through the acquisition process, we will collaborate with our industry partners to design, build, field and sustain manned and unmanned teaming throughout the fleet.
“It also sets the framework to enable the Department of the Navy to accelerate, deliver and scale valuable manned and unmanned capabilities.”
