US-based off-grid solar power provider Ameresco has secured a contract from the US Naval Facilities Engineering (NAVFAC) and Expeditionary Warfare Centre (EXWC) for energy savings at the Marine Corps Recruit Depot (MCRD) in Parris Island, South Carolina.
The $91.1m first cost, $210.6m total cost firm-fixed-price task order has been awarded under a previous multiple award contract.
The energy savings performance contract (ESPC) task orders do not include base and option periods, but include a construction period and a performance period, the total of which might not go beyond 25 years.
As part of the contract, the Parris Island project will see the development of a new 3.5MW cogeneration plant and renewable energy systems in order to offset electricity purchases from the grid, as well as deliver steam to MCRD Parris Island.
The project also includes modernising heating ventilation and air conditioning, water fixtures, steam traps, lighting and controls, chillers, and laundry ozone systems.
NAVFAC EXWC ESPC programme lead Daniel T Magro said: “This ESPC project is probably the most comprehensive ESPC ever entered into by the navy, involving 121 buildings (3.1 million square feet total) and 20 energy conservation measures (ECMs).

The current task order comprises a 29-month construction period, which is followed by a 22.5-year performance period.
The order has helped meet the overall President's Performance Contracting Challenge (PPCC), which was announced in December 2011.
The PPCC was announced with an aim of $2bn in financed energy savings projects, and was reissued in May 2014 with an additional $2bn challenge.
An ESPC is a collaboration formed between the US Navy, a federal agency and an energy service company (ESCO).
