The next-generation International Hydrographic Organization (IHO) S-100 standards are being trialled by the International Hydrographic Organization (IHO)-Singapore Innovation and Technology Laboratory (IHO-Singapore Lab). 

These tests involve dual format Electronic Navigational Charts (ENCs) on a prototype S-100 Electronic Chart Display and Information System (ECDIS), aboard the Italian Navy’s training ship, Amerigo Vespucci.

This marks the first instance of the ‘Dual Fuel’ mode being used for navigation in the Malacca and Singapore Straits. 

The trials will test the accurate encoding and display of both S-57 and S-100 ENCs on the S-100 ECDIS, as well as assess the system’s capability to wirelessly update charts while at sea.  

The S-100 data framework, currently under development by the IHO, aims to support digital product and service development across hydrographic, maritime, and geospatial communities.

IHO-Singapore general manager and Lab Maritime and Port Authority of Singapore Hydrographic advisor Dr Parry Oei said: “This project is a significant step towards translating written standards into practical application. It allows us to test and improve the upcoming standards before full implementation.  

“The success of this initiative relies on the collaboration of various stakeholders, from hydrographic offices providing data, to software companies offering the latest tools, and mariners sharing practical insights.” 

The International Maritime Organization (IMO) has outlined a timeline for the transition to S-100 ECDIS.  

Optional installations are anticipated to begin on 1 January 2026 and mandatory installations start on 1 January 2029. 

To ensure compliance with both IMO and IHO requirements during this transition, the S-100 ECDIS is required to be compatible with both the existing S-57 and the forthcoming S-101 ENC formats.  

The IHO-Singapore Lab initiated the dual format mode testing project in January 2024, with support from hydrographic offices and industry stakeholders across several countries.
