The government of Norway has pledged Nkr2.7bn ($240.9m) to support the Ukrainian Navy, as part of the Nansen Support Programme for the war-torn country.
Launched in February 2023, the Nansen Support Programme for Ukraine is a Norwegian civilian and military initiative with a budget of NKr75bn, covering the period from 2023 to 2027.
The latest announcement was made by Norway Prime Minister Jonas Gahr Støre during a visit to Haakonsvern Naval Base, accompanied by UK Prime Minister Keir Starmer.
The funds are aimed at bolstering Ukraine’s naval defence, including mine clearance and military training.
A portion of the funding will be allocated to initiatives focused on innovation and autonomy within the
Maritime Capability Coalition for Ukraine, co-led by Norway and the UK, which was established in December 2024.

By GlobalDataNorway Defence Minister Bjørn Arild Gram said: “Mines pose a significant threat to maritime security and safe passage in the Black Sea, and mine clearance operations are very difficult.
“The systems we are providing will enhance the ability of Ukrainian forces to detect and defuse mines along their coastline.”
Prior to this commitment, the Norwegian government had earmarked Nkr100m for maritime training and related activities set for 2025.
The newly approved package includes Nkr2.6bn to improve Ukraine’s maritime operations, with contributions from the Norwegian Armed Forces and equipment procured for donation.
Part of the funding, amounting to Nkr130m, is designated for a maritime training centre operational in 2025, where Ukrainian soldiers receive training from various countries, including Norway.
Additionally, Nkr150m is allocated for the acquisition of small vessels to be donated to Ukraine and for supporting the Norwegian Armed Forces in training Ukrainian personnel in river operations at a Romanian training centre.
This financial support is part of a broader Nkr22.5bn military aid package planned for Ukraine under the same programme in 2025.
Furthermore, the Norwegian government proposed a revised budget in May, increasing defence spending by $1.2bn to bolster Norway’s defence capabilities through 2024 and extend assistance to Ukraine.
